As a matter of fact there are free events almost every weekend if you watch the local paper and Current Magazine.

My wife decided she wanted to live in San Antonio based on the number of festivals and events in the area.

It has been mentioned there is a fee for the Alamo... Here is the statement from the offical Alamo website regarding admission:
Admission to the Alamo is free.
Daughters of the Republic of Texas, Inc. (DRT) receives no monetary help from local, state or federal government and depend solely upon money from sales in the Alamo Gift Museum, donations from individuals and private foundation grants to fund its educational programming and general operation.

There is a wonderful national park in the middle of San Antonio, and many citizens are not aware of it as such. It is the San Antonio Missions National Historical Park, which includes Missions Concepcion, San Jose, San Juan, and Espada. Everything free - wonderful movie at the visitor center located at San Jose, guided tours at each mission, Junior Ranger kid's activity book. Check it out!

Go to any of the many missions in San Antonio for free. Although there is a fee for the Alamo, you can see it from the outside and of course walk along the river. Also drive over the famous haunted railroad tracks. That's very spooky and lots of fun. Not to mention there is a really spooky cemetary on the other side of the same road across one of the missions. It also happens to be close to a Juvenile Institution for kids with mental disorders. Creepy huh. Perfect for Halloween.
