Hmm... if it isn't. You can't have skylights if someone lives above you because there is a floor there, not a roof.

can you see them from your sky lights? if so you may be intruding upon their privacy. i would say that if you were on the top floor it would'nt be a problem but hey, you need respect those around you in what sounds like an apartment situation!!
