Say that my last name means something in French. Does that mean that I am French?

most likely.
my name means something in german, and im 70% german,
but it wont always mean that your ancestors are from that country.

It might mean that one or more of your ancestors was French, but not necessarily. French is a Latin based language and there are many languages similar to it.
The course of time and nature, as well as wars and violence, has caused many people over the years to leave their homelands. This is true in my country, in which people from all different walks of life have built new lives. If your people came from France, I urge you to research their lives, their hardships and fortunes are part of you. All cultures have had times of greatness, and times of sorrow. The best you can do is be the best you can be, and stay true to yourself. Whatever people, culture, or country your ancestors came from...........be proud of them. And do your best that they would be proud of you.

If it's a French last name, it's likely, but not always the case. My last name is English, and I hyphenate with my stepfather's name, which is Sicilian of South Asian origin. I'm neither---rather half Cherokee, half Irish.

Yes in a lot of cultures it is. My last name is Scandinavian and my last name actually means " Son of Soren".

possibly but not necessarily i can say my last name i several languages but they translate to the same thing in English. someone in your family tree had your last name but with all the ethnic groups in America none of us are pure one thing or another.
