No it will do nothing to solve the problems in Iraq. The biggest issue dividing the country now is how to share oil revenues. That problem does not go away if the country is divided. The oil wells are located in the Southern part of the country. Whichever group got control of the South would still have to devise a method to share the wealth or there would be actual civil war.

Iraq is already dividing itself with thousands of people who formerly lived in religiously and ethnically mixed neighborhoods fleeing to segregated enclaves. The Shiites are controlling the central govt and the largest militias and are refusing to share power and oil revenues with the Sunnis. There is already a semi-automous Kurish region.

Dividing Iraq into three powerful states with a limited federal government to decide issues of national concern such as the sharing of oil revenues makes a lot of sense. It recognizes the reality of the population splits and the failure of the current system of govenment.
