Hi frns to whome should i complain if the caste certificate is a fake one for a person?

let me explain. many people are having caste reservation certificate which is a fake one which i noticed that their father and mother belongs to OC and dont have any certificate but their children r having BC,SC certificates. these r cheating us and r enjoying all the benefits of reservation candidates. To stop this plz let me know what should we do?

Let me tell onset that more then 50% people carrying such SC, ST, BC certificates in India is false & fake. Not only these people procured such certificate for admission to various streams for higher education but even used it for getting government jobs at various levels. This fact is well known to the government & various political parties but they themselves had been instrumental in getting these people such fake certificate as they were their strong supporters & workers. This fact was told to me by one such person who got such certificate with the help of one Congress leader who later became one of the most popular Prime Minister of India. This fellow used this SC certificate to get a government job & enjoyed all its other benefits, but now he is retired man. After knowing this fact I know your blood pressure must have raised & you must be searching for some arm to kill such people who not only got such false & fake certificates but even those who helped them getting all such fake certificate. Now let’s come to the legal provisions which provide the punishment for using such false & fake certificate. Section 198 of the India Penal Code clearly provides Using as true a certificate known to be false:--Whoever
corruptly uses or attempts to use any such certificate as a true
certificate, knowing the same to be false in any material point, shall
be punished in the same manner as if he gave false evidence.
This provision of the penal code covers such cases & the person using it or attempts to use such certificate can face punishment as provided under section 193 which reads as Punishment for false evidence.--Whoever intentionally gives
false evidence in any of a judicial proceeding, or fabricates false
evidence for the purpose of being used in any stage of a judicial
proceeding, shall be punished with imprisonment of either description
for a term which may extend to seven years, and shall also be liable
to fine;

and whoever intentionally gives or fabricates false evidence in
any other case, shall be punished with imprisonment of either
description for a term which may extend to three years, and shall also
be liable to fine.
Now if such person use it or attempt to use it for getting admission in any institution providing higher education or to get some government service he can face punishment upto 3 years imprisonment & fine. Who all can make such complaint in such case ? You cannot file criminal complaint against such person in the criminal court but the person who receive such certificate for the purpose to be used, such person should be authorized by the institute or the government to verify the contents of the certificate & allow the process of admission or employment on the basis of this certificate as the case may be. What maximum you can do in such case is to inform the authorized authority regarding the falsification of such certificate along with the documents or evidence that will show its being false & fake, the authority will then examine the evidence provided by you & if it found that such certificate appears to be false will officially file criminal complaint in the court of the first class magistrate for the prosecution & punishment of such person who has used it or attempted to use it. This is the process how such criminal complaints/case work in such cases.
