Why do you have to be clean in the fbi, cia, etc?

when there the ones who are controlling the drug traffic??? and doing other corrupt things.....I mean if the ppl who are control of hiring these ppl ...y would they want to hire clean ppl when they end up doing corrupts thing like I mentioned....

They want their loyalty to them (fbi, cia, etc.) and nobody else.
