Basil saves 25% of his income (ie...two-eighths of his income).

Let Allie's income = x
Basil's income = 8x/5 = 1.6x
Allie's savings = .4x
Allie's expenses = .6x
Basil's expenses = 2*.6x = 1.2x
Basil's savings = 1.6x - 1.2x = .4x
Basil's saving rate = .4x/1.6x = 25%
