Could you explain? By being “annoying,” I don’t mean that the girl considers the guy being friendly and trying to make conversation as annoying. By annoying, I mean by him saying hi to the girl repeatedly right after the first hi, pairing up with her with an innocent smile, and jabbing her when he gets the chance. He is well aware that she shoots him a perturbed look. He hangs out with his own circle of friends and never reaches out until he's nearly alone.
Ok, yeah, that girl is me actually. I FIND HIM SO ANNOYING.

You didn't mention his age.
The only thing that comes to my mind, is that he is flirting with you in a school boy fashion. He may be annoying to you, but he is trying to get your attention. He also sounds like he is showing off in front of his friends. Just being silly and ornery.
