You appear to misunderstand the meaning of molecular and ionic.

Lead carbonate is a molecule (PbCO3). Carbonates are poor solutes and so do not readily dissolve in water. However, the lead in is oxidation state two (Pb2+) and the carbonate anion is CO32-. As a molecular these two ions combine together under electrostatic attraction (opposite charges - like N & S poles of magnets).

Ionic is one of three types of bonding. The other two are covalent and metallic lattice.
