Ambivalence to some degree, because I don't think much will change due to this. But overall it seems rational to reduce the amount of nuclear weaponry that we have ready to go. Humans are still a bit too panicky to remain sane while neighbors have a stockpile of weapons. And that goes for all humans.
And obviously, if I were to pander to your views, judging by your avatar and alias, I would say "It's terrible! We need as many nukes as we can so that we can annihilate those god damn Iranian terrorists and all the pinko libs that will soon be joining their cause!!!!!!"

They are learning.
1) One of these days someone can steal the warheads and its possible;
2) Maybe they want to impress Russia who has just tested
the Vaccum bomb which is ten times powerful than any nuclear bomb ever made; or
3) Maybe they found some AlQueda men hanging out near the war heads.

Whats the big deal? We have already paid millions for stronger weapons that we'll have to pay the same companies who built them, billions to dismantle them in another decade.
All that is going on, is both countries are dismantling the nukes as defined under the treaty, but building new, more powerful ones that aren't defined under the treaty.
=new arms race and win win situation for weapons manufacturers.

Ok. We shouldn't dismantle our nukes any faster than the Russians do. If we have an agreement to reduce our stocks than fine, but we meet our goal only when they meet theirs, no sooner. We can't allow a nuke gap to grow between us.

They say that the war heads are no longer necessary. Frankly I don't believe this reason. They may be old or they may just be doing it for storage so the terrorists won't steal them I D K but
since it's the government doing it, we should be weary.
