I'm a kohls shopper mysle and sometimes sifting through their racks and racks of random shirts can be hard, so you must go with a mission. In my opinion, kohl's best tops are either their tees with cute expressions, brands, and funny things, or their slightly dressier, but still casual tops. You can find really cheap cute tops if you stear clear of the "candies" section of the juniors. Empire waisted patterned tops are cute on anyone and you can get a bunch in different styles. Also, if you want jewelery they have some really cute trendy colorful ones in the earring section. You'll find really cute ball jewelry, cherries, halloween ones, really anything. At kohls just remember that you can be creative and mix fun things with other fun things instead of some of the other boring department stores... Hope you enjoy!!!

You could probably get two or three good tops for that - girl's department is cheaper, if they fit correctly.
Get tops that flatter your figure [ correct size, cut ] and in your best bright or pastel. Those colors flatter your face more.
Check the jewelry aisle if money left - I always go for earrings first, then a necklace, then a bracelet or ring to match something I already have.
