You want to buy a Video CD player? Many of the cheapo brands of DVD players will also play Video CD's, just look on the box for VCD compatibility. Also, if you've got a computer, you can just do a Google search for VCD player and you'll find lots of freeware that will allow your computer to play them.
If you want to buy VCD's, well that's another story. You'll find some in China, I did on my last visit, but even they've figured out that they look like crap. You could make your own by capturing video files, then encoding them, but trust me, I've done it, and it isn't worth it.
VCD is pretty much over. I'd stick with DVD's for any media you were buying or creating now.

Where do you live?
VCDs are more or less obsolete. DVD players cost as low as old VCD players.
You may find VCDs in stores in China, India,...
