Uh..I think it refers from a cartoon that started in the Syracuse University student newspaper, not Japan.

I don't believe you ever heard anyone say this on the street in Japan, or anywhere else for that matter. It's definitely not Japanese.

The term comes from the webcomic "Perry Bible Fellowship" and was originally just a nonsense word. It's now used on the Internet as an insult for anime-obsessed Westerners who think they're Japanese.

If someone called you this, they were making fun of you.
