When the rules of football were decided did they take into account the ball hitting the cross bar and returning into play?

Or, did the first ball to ever hit the crossbar and return into play force the rule makers to amend the rules?

And, when the first person ever to strike a ball that hit the crossbar and return to play, if there was no rule, what did they do?

Before there was no crossbar. In 1882 the FA made it compulsory to have a crossbar and that a goal occurs when the ball passes inside the uprights and under the crossbar. Before the crossbar, people used a rope. Therefore, I assume that your hypothetical questions about hitting the crossbar and returning into play did not occur? I think!

In short, no they didnt...because many early crossbars were simply lengths of tape or rope streched along the top of the goalposts.

But it seems perfectly obvious that if the ball returns into play having hit a crossbar, then play just continues normally...so why would any drastic rule change be necessary anyway?

It rests with the referee to use his judgement as to whether the ball completly crossed the line. Geoff Hurst was lucky that the decision went his way during the World Cup final of 1966. I think it was Jean Michel Larqué, or it could have been Jacques Santini of St Etienne who had a similar decision go against them in a European Cup semi final against Liverpool in 1977. As a result crossbars have become rounded and their dimensions homogenised.

the ball hitting the crossbar, the uprights or any of the corner flags, common sense would prevail, the ball had not crossed the by-line so it always was in play.

what actually are you getting at, is there a twist to your posting. ?
