Because you are mixing terminology between little people and mythology. A couple of terms from mythology (dwarf and giant) were applied to the extremes of human growth and stayed there to modern times. Dwarfism as a particular kind of stunted growth was a medical term at one point to differentiate from midget which never appeared in mythology. (human dwarfs may have bow legs which are short for their bodies and short arms with heads that look too large. midgets are more "properly" proportioned and look more like small adults.)

Do you mean in real life? Like "little people' or people who have dwarfism?

That's not a "race" of people , like dwarves and elves in TLOTR. That's a physical/genetic condition leading to certain physical characteristics, and it is called that becuase it reminds people of mythological dwarves.

Now, they have found the bones of what they are calling "hobbits'...but again, it's not the same thing.

There are. Tall delicate people with striking features stand out if you look for them.

When it comes to human descriptions, though, the term has fallen out of use.

We often say "willowy" or "waifish".

I had a crush in High School on a tall young girl with high cheekbones and a delicate bone structure. I swear her ears were even a little pointed.

Beacause there is no such thing as Elfism.. Dwarvism is a globally recognized medical condition/disability. So in relation to your question - there are no such thing as elves
and the dwarfs you are referring to are human beings with a medical disability/condition
