I am getting a new computer and there are many files I would like from the old one. However, the old one cannot even turn on without getting the blue error screen or simply shutting down before the account login screen. Is there any way to move files in the computer's incapacitated condition?

First, you have to get rid of the "Blue Screen of Death."

Blue Screen of Death
The Blue Screen of Death (sometimes called "bluescreen", "stop error" or just abbreviated as "BSOD") is the popular name for the screen displayed by Microsoft's Windows operating system when it cannot recover from, or is in danger of being unable to recover from, a system error (the Microsoft term is Stop error). There are two Windows error screens that are both referred to as the blue screen of death, with one (Windows NT 4/2000/XP/Vista) being significantly more serious than the other (Windows 9x). There are several causes of the blue screen popping up. It can be a poorly-written device driver, bad memory, damaged registry or usage of incompatible versions of DLLs (see more on the "Types of blue screens" section).

The blue screen of death in one form or another has been present in all Windows operating systems since Windows version 3.1. It is the successor of the less well-known black screen of death that occurs in OS/2 as well as MS-DOS[1]. In early builds of Windows Vista it was complemented with a red screen of death, used for boot loader errors.

Abbreviated BSOD, an error that can appear on computers running in a Windows environment. This includes even the earliest versions of Windows, such as Windows 3.0 and 3.1, and still occurs in later versions such as Microsoft Windows 95, Windows 98, Windows NT, and Windows 2000. Jokingly called the blue screen of death because when the error occurs, the screen turns blue, and the computer almost always freezes and requires rebooting.

Then, you can buy a Belkin transfer cable or some external storage like an external hard drive or flashdrives. Just copy/paste what you want.

When you get your new machine, install the hard drive from your old computer into it as a slave. You will probably need to change the jumper on the new systems hard drive to "Master". If the new machine has a SATA hard drive then just connect the old hard drive to the cable that connects your optical drives. Use the end tap on the cable and again, set the hard drive jumper to "Master". The old drive will show up in My Computer as a new drive letter. Now just open both drives and drag and drop the data that you need to move.

The Ultimate Boot CD can recover and burn your files to CD.
If you want to transfer over a LAN try one of the Live Linux flavors. I have used it with success over my LAN. I like http://www.PuppyLinux.org/
The third and maybe the easiest would be to simply remove the old drive, set it to slave, install it as the secondary hard drive then drag & drop your folders\files to the new hard drive.

You can't if you are saying that you can't even access the files to your old computer.

i do it threw my camera, i copy and paste the files in the camera then i connect it to the other one....
