It bears a fleeting resemblance to the "Flower Duet" from Delibes' "Lakme" -- but I wouldn't go so far as to say that it is "based" on that.

It really does sound like "Time To Say Goodbye", or "Con te partirò"! It's an Italian operatic pop song.

no, I don't think it is. I just listened to it on youtube for the first time to answer your question. I do not recognise it at all.
Not a bad song though ! (and I usually hate pop music ).
