Another origami ?....(I know, i'm annoying..)?

Question

Ok, so i've gone through paper after paper trying to get all these steps right...

now it's that's step that's baffling me (and the same step on the other side)

Make the pre-creases, folding forward and back, as shown on the left of the picture.
Now pull the front and the back of the part that has to move up apart, just a bit, grasp the end of the bit that has to move up and pull that between front and back till it is as in the picture.
(Now repeat at the other side.)
