No you can't trust them, I doubt anyone ever really thought they would shut down totally. This was still a good plan. Now we can say we have given them so much and tried to help them so much yet they still will not cooperate with the world community. That means we can now cut off all trade with them and impose a blockade. It will also allow Japan to rearm itself to better protect itself from the North Korean threat, and that of a possible Chinese threat. No one wants Japan to rearm and get military levels back up to what they once were before World War II, but this will leave them little chose. That is cause China to get worried and begin to put a lot of pressure on North Korea, to stop and slow down on it's programs. It is like a chess game one side makes a move than the other. They key is to make them very calculated moves and expect all possible counter moves by your opponent.
