You don't say if you are in the UK - the contributors to this site come from a good many Countries where different legislation applies to Family Law.
Basically, as already mentioned, a man named on a Birth Certificate as the father of a child, has certain rights, for example if the child's mother remarried and her new husband wanted to adopt the child, the natural father would need to give his consent.
However, a parent cannot walk out on a child for many years, then make demands which are unreasonable.
In all cases, a Court would make a decision in which "the interests of the child are paramount" and they would ask the child what he or she wanted before deciding any outcome in a dispute.

a parent has legal access to a child regardless of what type of scumbag they may be. it's only when a court order is in place that prevents them from seeing the child, or they have terminated their rights as a parent through the court.

also, if the child has been emancipated, then they can decide if they want the parent in their life.

yes he or she does unless or until you take him to court and have his parental rights terminated due to neglect and abandonment.he may choose to fight for his rights but he will probably lose eventually anyway.also note if he pays support it will stop if his parental rights are terminated so is his obligations,except for back child support it will still be owing and he must pay it.if he does not pay support then it is just over but really the kid is better off without any parent who will not support or be a part of their kids life,the money is not worth it! some people only hold onto their kids for a welfare check or child support they are even worse than the absent parent i think! good luck.

if he is on the birth papers and there has nothing in the courts he still have 50% of the rights of the child i belive!

A parent has rights and particularly responsibilities commanded by God toewards his children. We are to honor our father and our mother.
What if he's bad?
He is a person too, and may have his faults. You will never be sorry for honoring your father and your mother.
