It depends on the tank type. There should be a water level mark on the inside back wall of the tank. if you don't see it there look on the riser tube coming up from the bottom of the tank itself. If you still have no luck your going to want your water level to be down approximately 3 inches from the top of your tank or about 1 inch from the top of the riser coming up from the bottom of your tank.

Every toilet has a horizontal mark on the tank, if not just below the overflow about 3/4 inch it varies with the manufacturer and tank size.

Give the 10 to JT if only for the note about 1 inch below the overflow/fill pipe in the tank. That is most often the industry standard printed on every package of replacement parts sold.

1/2 to 1" below the top of the overflow tube. This allows enough water for a full flush but does not allow water to drain through the overflow pipe.
