So long as the photos are not intended for commercial use (i.e., he isn't making money off of them) he can take pictures. However, if you believe this person is acting suspiciously, then by all means give the police a call and describe the situation. If it turns out the person is a registered sex offender, he cannot go anywhere near that park. If the situation happens again and you feel comfortable confronting the person (maybe with a group of other parents), ask a lot of questions about who he is and what he is doing. If he can't give a good answer, follow your instincts and call the authorities. Definitely get his picture with a cell phone or other camera. Better to err on the side of caution, if you ask me.

No, your neighbour has no right to photograph a child without its parent's permission and has committed an offence.
I think though as its your neighbour you will probably not want to take this issue any further to cause any further difficulties between you.
I think you should just turn a blind eye - she just sounds like a spoil sport and has no understanding of the need for children to enjoy themselves and be allowed to play outside!
Explain to the children that they have every right to use the designated play area, and tell them that she is being unreasonable! For them to ignore her and not to engaged in any conversation with her.
Unfortuantely we cannot always chose our neighbours!

There is no law against photographing children, but she could not get them published without parental consent.
If you needed permission to photograph people the tabloid press would be out of business overnight!!!

I think you cannot take pictures in a school or nursery without parental permission. However taking photographs of children in a public place is not illegal as far as I know.

Yes, you can photograph anybody without their permission. Think of what celebrities go through. I think you need to talk to the neighbor about her harassment of the children or have the police handle it. It is very possible that this woman has age related mental problems.

People in public places or places open to the public can be photographed. PERIOD. Children have no extra rights over adults in this manner.
If she is taking photos to support an accusation of a crime [thus her statement she had evidence to go to the police], of course she can take the photos as long as she was not taking the photos in an area where one would have a normal expectation of privacy such as photographing people in a public restroom.
When it could become illegal is when & how she uses those photographs.
As with several others, I note you are most likely in the UK. I am in the US. So I offer a caveat: My answer pertains to the US & I am unsure if it is true in the UK.

It is legal to take photographs of children yes. It would be illegal to make pornographic pictures of them, but normal everyday pictures are fine. No permission needed.

It would be common courtesy to ask permission from the Parents before taking children's photos. At legoland in Windsor they won't allow you to take photos of even your own children because of the problems they have had with unpleasant people taking photos of children.

Based on how you spelled "Neighbour" I imagine you are not in the U.S. Not sure what are the laws, etc.. in the UK, but here in the U.S. if reported to the police that person would have alot of explaining to do and the film confiscated as well. I just read of such a case a couple of days ago in the local newspaper. I would speak to the police and see what exactly your rights are in this case. I would feel very uncomfortable any neighbor taking pictures of my children regardless what his/her reason is.
