Electrostatic force is the force between two charges at rest as the gravitational force between two masses. If two masses start moving there is no difference in the gravitational force. If charges start moving again there is no difference between electrostatic forces between them but some additional forces called electro-magnetic forces start acting between them. Electrostatic forces are stronger than electromagnetic and Gravitational forces are very weak.
