if its a sponge type filter, just rinse it in soapy water and squeeze it out well, then rinse in clear water and then let dry completely

If it's a paper element a good light whack on the ground will remove most grass and dirt, but if the element is almost black and smells and feels oily then you need to replace it.
Oily air filters are very common especially if people tip their mowers on the side to clean under the deck, when they do this oil and gas are forced thru the carb into the filter, saturating the filter and ruining the filter, remember whenever tipping the mower be sure the carb is on the high side and not down closest to the ground and you won't ruin your filter.
If you have a foam filter simply rinse in some detergent and water till it wrings out clean, dry thoroughly and re-install.

How old is it? If its more then a few years old- replace it. If its still reletively clean, you could use a aircompressor to lightly blow the dust/dirt off from the inside to push it off the outside ( paper filter) - a foam filter - as suggested could be washed with water/soap or washed in clean gasoline - a light coating of oil will help dirt stick easier- just make sure its dry before reinstalling and not dripping with oil.

Hello,,paper element?replace it. Foam? rinse it out with soap and water( i use "dawn" dishwashing ) make sure you get it completely dry, before you put it back on. Or just buy a new one. They do come off, if that is what you are wondering.

Pull it out. Whack it against something. Put it back in. Replace it once a season.
