If you feel that you were given this ticket unfairly, or that your had some urgent, life or death, kind of a reason for jay walking, then in order to contest this unfair ticket you will need to go to court. Otherwise, if it is just paying the ticket, the answer is no. You don't have to appear in person. Of course, if you are a repeat offender and the officer who issues the ticket know this about you, or on the occasion when you were given this ticket, you were abusive or non-cooperative to the officer, then he/she can require you to appear in court. However it is very rare.

So that you can pay court costs AND the ticket fine ?

You can if you want to protest it, but that'd be kinda pointless. That's one ticket that's just easier to pay.
