Both are good schools -- but the University of Illinois has the better reputation. It is ranked #38 by US News -- while Syracuse is ranked #50.
Both will have hard winters where there is little to do outside of College Life.
For most disciplines, they are comparable. If you are interested in engineering, Illinois is far superior. If you are an Illinois resident, Illinois is much cheaper.
For me the deciding factor is that if you go to Syracuse -- everyone will be wearing orange -- and I wouldn't wish that on anyone.

syracuse. it has a better reputation, plus the party scene is pretty great. and it's a road trip away from canada!
