Goofy is and always will be a Dog. Pluto is a Dog too but he is Mickey`s pet so wasn`t given a voice like the others.

He's a dog. The difference between him and Pluto is that Goofy was given human characteristics. If you draw Pluto and map it out on to Goofy the image is dead on.

He's a dog. which is really confusing, because Pluto's a dog, and he sleeps in a dog-house. But Goofy, who's also a dog, lives in a normal house and drives a car.
