A catalytic converter basically cleans the exhaust by gettng hot and burning off the unburnt hydrocarbons coming out of the engine(unburnt fuel) . when the go bad they can cause all kinds of problems from check egine lights, loss of power, rattling sounds coming from under the car, poor fuel economy, etc etc... If your cat is bad I would ecommend getting a direct replacement type cat as opposed to a universal fit. cats are designed for the motor in your car if you put in a cat that doesn't not have the size or efficincy of the original you can cause other problems maybe not right away but down the road.

To reduce tail pipe emissions to legal levels and you lose lots of power when they get clogged up. It's against the law to dismantle or remove the catalytic converter, plus you wouldn't pass the state emission's test. There are shop tests to determine if the converter is going bad below (link).
