Ouran High School Host Club. It's brilliantly written, the characters are worthy of Shakespeare, and it's animated by people who really know how to exploit their medium. Ouran completely changed my mind about Anime romantic comedies.

I don't have a large pool to draw from in my experience, but I like the comedic cuteness of the alien frogs and their humans in "Keroro Gunso" (Sergeant Frog). I always thought Natsumi (human girl-warrior tendencies) should be with Giroro (military frog). It is romantic in a sort of wistful silly way.
