The International Committee of the Red Cross was founded in Switzerland in 1863, largely inspired by Henry Dunant's A Memory of Solferino, describing the suffering arising from an 1859 battle in northern Italy. Its purpose was to protect victims of war. culminating in the Geneva Conventions, beginning with the sick and wounded on land in 1864. In 1906 this was extended to those on sea duty as well, then prisoners of war (1929) and civilians (1949).

The American Red Cross was founded in 1881, largely due to the efforts of Clara Barton, who had been a nurse in the US Civil War. She traveled to Europe and became acquainted with Red Cross relief efforts (and participated in them) during the Franco-Prussian War, and on her return home she and a group of friends worked to establish the ARC and lobbied Congress to support the Geneva Conventions. The USA became the thirty-second nation to support this treaty in 1882.
