Yes

At some level simple programming or Scripting/Macros should be taught. A language like BASIC or VB would be my recommendation as these are beginner languages , VB is also used as the backbone of scripting and macro generation.

Programming teaches logical / critical thinking and organizational skills like sequencing a task.

Learning how to create a macro is basically an extension of learning an application. You still have to record a macro in an organized fashion (sequence) within an application. A macro is nothing more than an automatically generated program generated by the application so you are enhancing your skills with a particular application.
Learning the programming language a macro is written in is just an extension of this process which will allow you to understand what it is doing and customize it if you wish.

You do not have to write your own program or macro from scratch. But it is nice to be able to understand what the macro is doing and to be able to edit it and tweak it.

EDIT:
"Do you have to be a mechanic to drive a car"
Of course not,
BUT... will having an understanding of how you car works help you become a better driver? Possibly, by learning whats under the hood you can understand the limits of the vehicle and realize that more than gas is needed to make a car go. Understanding the meaning of technical terms doesn't mean that you have to be a mechanic but it greatly improves your understanding of what the vehicle can and can't do. 4 cylinder vs 6 cylinder , 170Hp vs 300Hp

Consider the ability to read a simple macro as the eqivalent of opening the hood and having a look at the engine. I don't have to be a mechanic (programmer) to have a look but it is nice to be able to check the oil.....

Learn Applications and how to run them. You don't need to be a Physician or Surgeon to live as a human being, but knowing how the body works does help.

If you're just a user and are competent with a software package, you don't need to waste your time with learning programming.

Honestly, it's boring.
