Emmeline is very unique and could always be "Emmy" for short as she grows :) I like the way Emmeline Victoria Harper sounds. Very nice!
Sebastian has been a long time favorite for me, so I also pick Sebastian Cole Harper!

I like Victoria Elizabeth Harper. She would probably get called Vicky anyway so it won't sound too regal/formal. Or you could have Lizzie as a nickname if you don't like Vicky.
I also like Sebastian Cole Harper.

I like Elizabeth Harper without the Victoria, It sounds nice, old fashioned and traditional, but I don't like the rest!
