When I lived in Mississippi, I went to the courthouse with a plate number to get the person's info. They gave it to me. I assuming you don't live in Florida? The only thing I could find was this - http://www.hsmv.state.fl.us/html/records.html

And County Court Houses if you say this licence plate car identify the make model will sell you that information for $10 dollars In Fort Worth TX. I was hit and run in a parking lot and whitnesses got the plate number and make and model. My insurance armed with that information saw the damage to the trucks bumper and did not do anything. So the first 1,000 deductable was paid by me.

license plate information is disseminated for law enforcement purposes only. The general public does not have access to that information. Typically only your policing agencies can get the stuff you are wanting. I am sure that there are private security agencies that will charge you to get the info, but it would have to be for investigational purposes only. I don't think that you getting the plate number of someone that cut you off in traffic is going to be something you will be privy to.
