It means that the (usual) bi-metal control element is bent out of shape and keeps the circuit closed for longer than it should. It consists of two plates of different metal that expand with heat at different rates, resulting in bending, and thus at the reaching of a certain temperature interrupting the current.
The other possibility is that your temperature switch does not connect to this element at the right place (any more).
