Yes. My parents taught me as part of the requirements for getting my driver's license.
I have done it several times. The only times I was unsuccessful was when the shop used the power tools to tighten the lug nuts too tight and I couldn't undo them on my own.
I've learned to keep a basic tire-changing kit in my car that includes a picnic blanket for the ground, a knee pad for my aging joints, gloves to handle the filthy equipment and to protect my hands, a clean towel for cleanup, and moist towlettes for goop that can't be merely wiped off by a dry towel.
