My son has been receiving bad bullying messages from an individual we think we know. We dont want to challenge his parents if we are wrong because they have problems of their own. Can an individual find out who an i.p address is registered to online? My son is very upset so any advice is much appreciated Thankyou

YOU CAN'T
ip address is treated by internet service provider as strictly personal data and yr chances to get it is zero - they will be exposed to law suits if they relase it - exemption is only local, state and federal authorities (police, various state and federal
agencies) - they can get ip address in case of criminal investigation ONLY - contact police

Kinda depends...

If the IP is via a dial-up service (like AOL, etc) then it will change each time, since the IP is assigned from a pool at each dial-up/login...

Most broadband providers (cable) assign "static" or semi-permanent IP addresses tied to the cable modem...

Some DSL providers do it both ways, (logon from pool or static)...

In any case it will probably take a court-order and police involvement to force the ISP to reveal the owner. If this is serious, a formal police complaint of "cyber-bullying" would be the first step to get the authorities to subpoena the ISP into revealing the IP owner...

On the other hand, you might get "lucky" and be able to do a little digging on your own... If emails from the suspect are also available, and the source is a static IP, you can match the origin to verify your suspicion...

Finally, if the source is from a public terminal (library, school or cyber-cafe) it will be most difficult to trace, since those sources are open to many random users!

Again, gather as much documentation as you can and definitely report the activity to your local police and/or FBI. See the references below to assist in gathering the documentation you will need to bring to law-enforcement.
