In Iceland people can get a driver's license when they reach 17 years of age. However, they can start driving earlier under supervision. At age 16 they can start having driving lessons and when their instructor thinks they are good enough they can apply for a "practice permission", which allows them to drive a specific car with a specific supervisor by their side until they are old enough to take the test and get a driving license.

That supervisor can be the driver's parent or someone else, but they must have had a driver's license for a few years. The supervisor is responsible for the vehicle, must be seated in the front passenger seat, may not be under the influence of alcohol or medication and is generally subject to the exact same laws as if they were driving.

The general driver's license in Iceland grants the permission to drive vehicles up to 3,5 ton heavy and with up to 8 passengers. A special license is needed for large/powerful motorcycles though.

If you are thinking of renting a car in Iceland, please note that car rentals may have different age limits. I think 20 or 21 years old is a common age limit for car rentals.
