In Air. The ratio is approximately 1.3 and is called the refractive index of the medium. Vacuum has the highest velocity, closely followed by air (almost 1), water, glass, diamond etc.

Light travels faster in a medium of less resistances.
Air give less resistance than water. Water is thicker than air.

Since light move as a particle in water it encouncters more resitance and colision between atoms than that of air.Therfere the velocity is continually changing i a medium depending on the density.
That means if lght velocity is medium dependent then its only constant in local space.Hence it would vary at diferent location of space.
