i have "windows movie maker" but it can not open an .mp4 video...
what can i do?

You must first understand that the software that accompanies almost all computers is entry level and as such will not and can not perform at the level of the Proffesional Softwares and Players alike.
You mention opening an MP4 video, you will need one of the several available for this purpose.

Many users opt to use VLC for there default Media Player for this reason.

usually if you go into the video options it will allow to to mute it

if not:
go into 'control panel'
click on 'hardware and sound'
click on 'sounds'
click on 'adjust system volume' (on some computers you click on 'change system sounds' and select the program you wish to mute instead)
you can then set them to the sound you wish
