You can ask this of 1000 people and I am sure you will get at least 999 different answers.

I will go by the current U.S. National Weather Service description.

Sunny is generally used to describe daytime conditions where there is less than or equal to 5% of opaque cloud cover.

Mostly sunny can be used up to 25% of opaque cloud cover.

The term sunny is only for sky condition. It has nothing to do with other meteorlogical parameters such as temperature, humidity, atmospheric pressure or winds.

Sunny skies means no clouds at all, temperatures around 70-75 degrees, humidity about 20% light winds and and average barometer.
