Sexual harassment was the crime committed by your superior for entering the toilet knowing that you would be there. File a case against him in your company and another one in court as a criminal case.

It will be your word against his unless you have a witness.
He will claim he was day dreaming or not paying attention and say it was a mistake.

go and seek an explanation with him. If he duly apologizes and promises not to repeat it, forgive him on one occasion. Otherwise, you know where to complain to.
