I don't know where you heard this, but it certainly is not true. Check out "Writer's Market" to get further information on how and to prepare and submit your ms.

Absolutely false.

Previous publication of fiction (short stories) might get an unpublished novelist a small edge with a potential publisher or agent, since it means somebody, somewhere, found the author good enough to publish.

Publishing non-fiction, like newspaper articles, proves nothing about the author's ability to write fiction and would be dismissed out of hand.
