Our local library uses netlibrary. There is a number of this type of service offered by different libraries around the country. They don't seem to publicize them very well, so check with your library.
I use fictionwise.com. It's not free,but I find that the price(because of discounts and rebates) can't be beat. They offer some free books. One doesn't need to buy a membership, but I did. I read so much it paid for itself right away. ereader.com is also quite good. A little more expensive, but much more non fiction.
