You didn't say what kind of ink or on what surface it is applied.

You can't really change the chemical nature of an ink you've already applied to a surface, permanent inks chemically bond to the material on which it is applied, preventing it from fading or washing out. That said, there are some products you can use to prevent smearing or smudging, typically on paper. There are several types of spray fixative available on the market, or in a pinch you could use hairspray.
If it is something that might get wet, you could laminate it, cover the area with clear tape or even place it in a plastic bag.

You can spray the paper with a fixative. Or varnish it.

But start with permanent ink. Ink isn't much for fading if it is India Ink of some other srchival type.

Yeah, and use acid balanced paper too.

What type of ink are you thinking of? There is 'permanent' ink; it's also called "India ink". It will not come off. As per MAKING it, that may be a difficult answer. Good luck!
