I think if you don't want it expensive, then try learning it yourself, with books, programs, and videos.
Go to the library and borrow their books, I'm sure they have a wide variety, or purchase one at your Barnes and Nobles or other bookstores :

Costco sells programs in their book aisles, you can get a 'Learn French' there, and put it in on your computer try.. Other stores will too, BestBuy, Target, Walmart, or even some bookstores.

Check out videos from the library, and they might have a program in too for you too use, or you can purchase them from any electronic/everything store.
Don't know your price, everyone has their own def. of cheap and expensive but some of them had a pretty good price there, you might even find them cheaper if you digged a little down.
OH , and Go on ITUNEs, and type in 'Learn French' in the Itune Store. They have soooo many free french lessons podcasts that you can learn on the go, with facts about France and useful stuff in them. Don't like one? Then try another, there are lots!

In addition to the sources in the other answer, try to meet with native speakers.
See if you can find some in your town, or arrange a (summer) job in a French speaking area.
If there is a school that teaches French in your area, contact a French teacher, asking for help meeting people who speak the language.
Or contact Alliance Française to see if they teach in your area, they often teach for very low fees but I do not know how well they have the world covered.
