err... it's on my homework, but i read the constitution (which is what my teacher told us to do) and couldn't find where it said who enacted it. help me please. is it G. Washington? - -"

The Constitution was adopted and signed by delegates from the 13 states of the United States. That signing took place on September 17, 1787. It was then sent to those thirteen states to be ratified. Ratification was completed in 1788 and it went into effect in 1789. George Washington served as Presiding Officer of the gathering of the delegates who made up this Consitutional Convention. The document created two different houses of the Congress, based on the Virginia Plan whose principal author was James Madison.

What do you mean who? The state of Virginia called for all states to get together to discuss the Articles of Confederation...blah blah blah Roger Sherman from Connecticut developed "The Great Compromise " which became a part of the constitution. The men that drafted were almost all upper class, and they did not agree on much. Governor Randolph from Virginia was ready to present15 different issues when George Washington opened the convention. The Virginia Plan called for a two-chambered legislature, a national executive, and a national judiciary. Fearing the smaller states would be left out of the loop, the New Jersey Plan was presented. This plan consisted of: “One state, one vote” principle, meaning anything passed by Congress would be “law of the land”... I just wrote a paper on it. I don't think one man 'enacted' it, but James Madison wrote it
