Using Ctrl-Alt-Del to lock your computer can only be done with certain group policies in place.

Try holding the windows key and press L
It'll lock you.

whether that's locked, pres ctrl+alt+del and style on your usrename and password. whether that's locked up, carry the capability button in for 5+ seconds, until it powers off, then turn it returned on.

go to your start button then run and type :
control userpasswords2

then hit ok, a window will pop up
and click advanced tab.

and VOILA enable it.

You can set a screen saver password.
