Ask around some Boat-docks. you may be surprised what you find and it my have an old Outboard. 2-Stroke engines can usually be made to run if they not just totally blown. May have to take it apart and put some new rings on the piston.
The link is just for example. This about a Free boat that did coat money to fix and it a little bigger. But, the concept is the same. Also, at the end of the Article they give this boat away and find a Catamaran, in that article, at the first, the man mention there was a smaller Dingy/Fishing boat that someone else got.

If you get no response, have you thought of checking out the advertisers in the back of the boating magazines (in the newsagents!).
Most Marinas also have boats for sell - is Mckinney in Eire? I can't find it in my atlas of GB.
I remember a few years ago when I was mooring at the "Venetian" marina, on the Middlewich canal, they had quite a few little boats which would have been suitable for your purpose.

it may or may not be hard to find a boat meeting your criteria in your local area (not sure where McKinney is)
EBay usually has boats for sale, and this is a good site that I use to buy parts and get answers to my questions
