I believe Congress has to vote to postpone elections.

if you mean America, no. there is no precedent for such an act. ( hell, FDR got elected FOUR times....during WORLD WAR II of all things, no postponed elections there). if you mean Iran, while i have very little knowledge of the constiutional equivalent, im sure the majlis would support a delay in elections if such an act required their consent, at the behest of Khamenei.

An election in the U.S., do you mean? There's nothing in the Constitution which would sanction a delay in elections.
