Anyone can take the GMAT, there's no eligibility requirement. There is a fee of like $250 American.
There is free preparation software that you can download from the official GMAT website www.gmat.com, or you can order a free cd with the same software on it. Practice tests are included. There are plenty of books and courses on the GMAT, but they might not help more than the free software.

The only requirement is having $250, it makes you eleigible :) You pay it when you register for GMAT on mba.com.
Once you register, you can request a GMAT preparation CD to be sent to you or can download preparation contents. I also used a GMAT book and CD from Kaplan, I think it was really usefull. You can get it from amazon.com

Get "The Princeton Review for the GMAT"...a GMAT preparation guide. I took the GMAT twice...I used the Princeton Review to prepare for the second test and increased my score by 50 points!
Work experience won't help...it is an aptitude test not a test of knowledge or experience. The Princeton Review will teach you how the test is structured, how they ask questions, how to use process of elimination to increase your score, and more.

Get a prep book from the bookstore or order one at Amazon. com.
Study it.
No eligibility, work experience, etc ... just register for the test and take it.
